AtoZero (Accelerate to Net Zero) ASEAN at IGEM 2023 welcomes the Honourable Dato’ Seri Anwar Ibrahim, Prime Minister of Malaysia to deliver the Opening Keynote at the Joint Opening Ceremony, with participating Ministers, industry CEOs and international thinktank leaders driving the leadership dialogues, investment and innovations around Malaysia’s and ASEAN’s Net Zero pathways.

Economic outlook uncertainty, sustained high energy prices and rising emissions pose serious challenges to ASEAN countries’ pathways towards Net Zero. Policy makers, industry and thinktank leaders are rapidly adapting to the new realities. Energy systems evolve. Policy initiatives evolve to support the further adoption of renewables, cross-border connectivity projects; while investments are needed to strengthen the infrastructure and network development. Innovations such as carbon capture and hydrogen herald transformational opportunities for the net zero future.

In this light, Malaysian Green Technology and Climate Change Corporation (MGTC) and Constellar are proud to present the inaugural AtoZero ASEAN @ IGEM 2023 as a vibrant, high-impact platform dedicated to ASEAN’s Net Zero pathways. The event convenes Energy Ministers, industry CEOs and leaders of international organisations - the most important stakeholders directly shaping the region’s Net Zero transition. In addition to meaningful policy dialogues, industry insights and innovation showcases, the Summit accelerates concrete business partnerships and transactions. IGEM has recorded a potential investment of RM41 billion and attracted 530,000 participants since its inception in 2010.

Keynote : ASEAN Energy Outlook 2050 in a Global Context

IEA has been facilitating insightful energy prospects for ASEAN. The IEA's Southeast Asia Energy Outlook 2022 reports that under the stated policies of ten countries in the ASEAN region, three-quarters of the growth demand will be met by fossil fuels, leading to a 35 percent increase in CO2 emissions. However, with six of these countries now committed to a future net zero target date, the build-out of renewable energy will accelerate. In the Paris Agreement, where global warming is limited to "well below 2°C," Southeast Asian countries must deploy about 21GW of renewable energy per year by 2030, and about a quarter of vehicle sales must be electric vehicles (EVs).

Unleashing the Power of Clean Energy: Gentari's Role in Accelerating the ASEAN Region's Net Zero Transition

IRENA estimated that Southeast Asia needs an average annual investment of US$210 billion up to 2050 to
achieve a 1.5 degrees Celsius scenario. According to IRENA’s World Energy Transitions Outlook, the pathway
will be powered by renewable energy in conjunction with electrification, energy efficiency, green hydrogen,
and sustainable modern bioenergy. The analysis also shows that with the right policy frameworks and
adequate financing in place, this pathway fosters economic growth, creates jobs, improves welfare, and would
close the energy access gap. The ASEAN countries RE investments & project financing have been primarily led
by the private sector while public policies and funds have focused on de-risking investments.

Regional partnership plays a critical role in accelerating ASEAN countries’ net zero pathways. These range
from cross-border policy revisions, infrastructure developments, innovative technologies, amongst others.
The success of Lao PDR-Thailand-Malaysia-Singapore power integration project paves the way for ASEAN to

Ministerial Keynote : Malaysia’s Net Zero Mission Journey and Collaboration Opportunities for Growth

Economic outlook uncertainty, sustained high energy prices and rising emissions pose serious challenges to

Global Leadership Panel : Carbon Capture, Utilisation and Storage Opportunities in ASEAN’s Net Zero Transition

There is a compelling need for comity in the Carbon Capture Utilisation and Storage (CCUS) space in ASEAN’s
decarbonisation pathway. The G20 Bali Meeting 2022 delivered a series of MOUs and other agreements on
renewables and CCUS projects. Of note, Pertamina signed Heads of Agreement (HOA) with ExxonMobil
extending joint study to exploring commercial model for a regional CCS hub. In November 2022, PETRONAS
took FID to develop 3.3-million tonne/year CCS project offshore Sarawak, Malaysia. CCUS can tackle emissions in power, industry and oil and gas sectors. With technologies at various maturity levels, future investments in CCUS and establishment of industrial clusters will depend significantly on clear legal and regulatory frameworks, cross-border agreements, and policy incentives.

Keynote: Innovation and Outlook of Electrification of Future of ASEAN

The renewed interest in hydrogen has been spurred for full decarbonization plan as Governments are
recognising hydrogen’s ability to decarbonise certain sectors that previously were assumed impossible such
freight logistics & industrial heating while automotive, chemicals are seeking low carbon hydrogen as
alternative. Currently, the competitiveness trajectory and required investments to reach the scale remain
unclear despite many technological advances and past projects have significantly lowered the cost of many
hydrogen applications. Experts believe by scaling up the existing hydrogen technologies, the industry can

According to World Economic Forum’s Global Risk Report 2023, Green Energy Financing is standing
precariously between some of the worst scenarios of climate change, eroding human development and future
resilience. It is indeed Déjà vu as we went through this in 2020 during Covid-19 pandemic. The world has the
resources and has the solutions. With $379 trillion of financial assets under management, only 1% needed to
hit all the SDG & 0.25% to cover the climate adaption gap. Developing countries in ASEAN face challenges to
secure green financing to drive decarbonisation. How can ASEAN address the financing gap and fragmentation
issues for equitable financing? What are the roles of multi-lateral banks, sovereign wealth funds, institutional

ASEAN region is the solar power nexus thanks to the remarkable high annual “global horizontal irradiation”
(GHI) levels. The appetite for rooftop and floating solar has grown significantly. Some of the world’s largest
“Floatovoltaics” likes Sembcorp Floating Solar Farm, Sirindhorn Dam Floating Solar; and rooftop solar plants
such as Loc Ninh Solar Power Plants and Bhanda Solar Power Park are prime examples. For Vietnam’s foray
into rooftop solar power, FiT mechanism plays significant role; while for Thailand previously ground mounted
PV and now floating solar we witness evolution towards P2P energy trading. Malaysia is utilising virtual
power purchase agreement (VPPA) mechanism to attract solar developers to sell to corporate clients. What is

Hydrogen Spotlight Panel : Towards Hydrogen Economy: Policy Support, Value Chain Development and Innovations Around Blue and Green Hydrogen

IEA Global Hydrogen Review 2022 estimated that hydrogen demand could grow moderately 115Mt by 2030,
from 94Mt in 2021. New hydrogen applications showed progress, including in steel sector, first fleet of
hydrogen fuel cell trains in Germany, over 100 pilot and demonstration projects using hydrogen and its
derivatives in shipping, amongst others. Supply side, we witness robust pipeline which promises production
of low-emission hydrogen could reach 16-24Mt per year by 2030. Yet challenges remain. Of these announced
projects, just a few (4%) are under construction or have reached FID. Uncertainty of demand, lack of
regulatory frameworks and of available infrastructure to deliver hydrogen, are cited as key reasons.
Repurposing natural gas pipelines, for example, can prove as significant opportunities by cutting transmission
cost by 50-80%.

With ASEAN’s energy demand growing 3% annually to 2030, building ASEAN’s hard and soft infrastructure,

Global LNG market has witnessed immense volatility in 2022 and 2023, which causes adverse impact on

Panel : Decarbonising the Transportation Sector – Role of Alternative Fuels, Technology Advancement and Policies

The transport sector accounts for about 30% total emissions, and this hard-to-abate sector is yet to find
proven, effective, well adopted decarbonisation solutions. The good news is that we see the strong impetus
and commitment racing on, with multiple alternative fuels and technologies being trialled such as CNG, LNG,
methanol, biofuels and hydrogen. Exxon recently successfully delivered sustainable aviation fuel (SAF) cargo to Singapore. Maersk added 6 more methanol-powered vessels, totalling 25 orders in June 2023. The panel
will explore the various alternative fuels, technologies and supporting policies that are critical to the
decarbonisation of the transportation sector.

Panel : Championing Energy Efficiency (EE) as the First Fuel

Greater strides to champion EE as the First Fuel make the decarbonisation of various sectors easier, faster
and cheaper. Today, most energy is used at our cities and buildings, factories and transportation; and thus
running them efficiently and smartly is critical to our Net Zero transition. At 31st Committee on Sustainable
Energy 2022 by Group of Experts on Energy Efficiency, three pillars of focus were reaffirmed: improvement
in EE in industry; reducing the gap in EE standards in buildings; and unlocking the potential via digitalisation.
EE is also about re-using energy. We can, for example, re-direct heat from factories, data centres and
wastewater facilities to heat our homes and neighbourhoods.
